It is an interesting development as since they don't obviously care about pr of killing innocent people (seem to prefer it?)

it gives the terrorists capacity to transport bombs into large crowds uninhibited (while easily makibg good thete escape) and iirc the 7/7 bombings were extra effective due to them being in underground tunnels
