HAP transfer to council list

Can anyone tell me if you move over to HAP do you loose your place on the council list? I know you can apply to transfer in the first two weeks to the council list but I can't find any information as to whether time served on the waiting list will count for less or not. In February we were about 450 on the list but if we apply for HAP will we be moved back down the list again?
