    It's used to ensure ground tracking and ILS instrumentation are correctly calibrated, I believe. It'll have a ton of precision navigation equipment onboard so the exact path it flies can be checked against the path the ground instrumentation tracks.

    The VOR refers to the systems that it it testing, VHF Omnidirectional Ranger.

    It’s a calibration flight, that flies specific patterns around/over radio beacons, instrument landing systems etc. to test their accuracy.
