Claiming TRS Tax credit as a non first time buyer

How do I claim Trs at source eg tax credit on home loan interest on the home where i live . I.m not a first time buyer. The apartment was bought. In 2007 Do I go to my bank and fill in the form there. Am I too Late to claim trs for the tax year 2016 .Excuse my grammar .I,m Using a phone to type this post
