    I recently been told by an organisation that my IP address matches that of another member on their system.
    How can that be? I thought no two addresses were the same

    Your IP is assigned by your ISP. They have a block (or blocks) of IP addresses, and assign them as they see fit. With some ISPs, your IP will stick with you unless your router disconnects from the network for a significant amount of time. Others rotate assigned IPs regularly, so what was your IP last week could be someone else's next week.

    Also, anyone connected to your network will have the same external IP address

    They're most talking about local addresses if you're on site. These are repeated over and over in different networks.

    If they referred to an internal IPP address then yes it is possible that those too are dynamically assigned and if you disconnected, and someone else later connected, they could get the same internal IP address.
    I would not expect that to be how things are set up, but it could be.

    tried scenario on packet tracer with switch and 3 pcs two having same ip,but seems it works sort of like hub where frames are able to be sent out but once returning both get sent same frame and pcs drop them and.

    since dhcp hands out ips and it takes forever to expire for one, maybe static manual error,but if theres dhcp setup worth just doing ipconfig /release /renew .
