The pc you are building would be really old and you dont have a graphic card. So i guess its just for office.

The cpu is list of high end and low end is here https://www.cpubenchmark.net/

Pc parts picker can help with finding compatible parts https://uk.pcpartpicker.com/

Buying all parts second hand you would required sata cables for hard drives and dvd\cd drive unless motherboard is new they normally provide 2 so if you go with 2 hard drives and dvd\cd you will need 1 more.

Amazon.co.uk uk site for parts they have pre-owned options stay with amazon as seller and anything over 25 is free delivery so you can bundle.

The best thing is to post up a list using the template available on this area and answer the questions. It includes things like have you Operating system or screen whats intended use and whats your budget. Weather you want secondhand or new etc...

Would be okay to use second hand parts, the ones you've listed are pretty old though

    What's your budget?

The processor is about what you would expect from an €8 processor, i.e it's terrible and only suitable for browsing the web and that kind of thing.

Which is fine if that's what you're after, but then you might as well just buy a 2nd hand i5 full machine on Ebay for €150 which will do that much better.

    Your build: https://de.pcpartpicker.com/list/GqrMLD

    What you should buy: http://www.adverts.ie/for-sale/computers/desktops/492/price_150-250/processor_68/
(probably any old Intel machine here)

Also, CEX are known to be unreliable, sending wrong parts all the time.

They are brutally bad. They don't distinguish at all between normal ram and ECC ram so it's a lottery sometimes if you buy online.

More than once I've bought something like an i7-6700 only to receive a Pentium CPU in an i7 box.

Thankfully there's a store right beside me so it's no hassle to bring the stuff in there and get refunded but it would be a major pain if you had to go posting stuff back....especially when their online customer service is abysmal.

The only thing I would trust there are graphics cards as they actually test those.

They do not test CPUs, RAM or hard drives.

What would be the cheapest pc I could build that would have ok specs
    I am familiar with replacing
    CMOS battery’s
    Hdd
    Ssd
    DVD drive
And I know windows inside out
Would I have difficulty building a pc
I think I will use ddr3 ram as it is cheaper
I would use it manly for
    Word
    Publisher
    Web browsing
    Etc

This would not be my primary pc

The most I would spend is about 300
A 120gb ssd would be more than enough memory
