Smartphone broken from the warranty service

I sent to an assistance centre in Sandyford my Huawei smartphone to repair under warranty a bootloop. After many mails, a lot of mess and three months of waiting they sent me back the phone with a broken display. Is there an office, consumer association, lawyer or garda I can ask what to do?
