My sister has tasked me with getting a gaming pc for my nephew, but they are on a budget of around €500 for everything. Am i better off building one or getting one 2nd hand?

I did see a few on Adverts that looked ok (pentium g4400 running at 3300mhz, Zotac gtx1050 ti, 8gb crucial ddr4 2133mhz, gigabyte h110m 1151 motherboard, 500gb hdd). Would this play CoD/BF at a decent rate? He's addicted to Minecraft, and wants to be a YouTuber (is that a thing now?) Or is it too low specced? It'll be 1080p max, as i will see if i can get a 22" screen from work for him.
