    I use Private Internet Access. It has one.
    Pretty sure Cyberghost did too when I was using that.

    If you are fairly technically minded you could create the VPN through Amazon AWS, with an OpenVPN instance located in Ireland

    You can do all that on the free tier as well!

    Yep, definitely only free for the first year - which isn't a bad offer. Lets you get an idea if it is suitable or not.
