Nexus 5 - Can't block a nusiance number.

My father has been getting nuisance phone calls from +216 numbers for the last few weeks on his Nexus 5. Anytime he gets one, he doesn't answer and just blocks the number (presses and holds on it in the call list and selects the third option, to block/report spam).

A massive nuisance, but at least he could block them, until yesterday anyway. Yesterday he received a call from +211178840613. Googling, I see this is a number from South Sudan, with many reports of it being a nuisance number. However there is no option to block it in the call list and if we try to add it manually in the settings, it says it isn't a valid number (with +211, 00211, 0211, 017... variations all being declared invalid).

Anybody experience this, or can tell why this particular number, which can make calls in, is declared an invalid number?
