Settling Cracks

I'm buying a new build house and there is a small crack going from the ground up to the ceiling that I'm told are settling cracks. What exactly are these and is it a bad sign in a new build semi-d house? I've mentioned it in my snag but just not if they will/can do anything about it.

Settlement ('shrinkage cracks')cracks are totally normal. Leave them alone for 2 years then fill and repaint.
