    As town is virtually dead in the afternoons since the car ban they might head off elsewhere-its the same heads that were here in December-begging is illegal arrest them (scammers not legit heads they need to be housed somewhere)

    How are the guards supposed to distinguish, in a legal and moral manner, between the scammers and the legit heads?

    Free parking.
    Everything under one roof in the shopping center.
    Shops that aren’t in the city center.
    Largest cinema in Cork.
