    to be fair the use of a translator is all designed to be worked to his advantage, no doubt putin is fluent in english but to make things awkward he operates through a translator.

    Pretty much. He has a translator on hand for official engagements but is indeed fluent in English. He speaks with foreign leaders in English or German in private. He speaks quite a bit of English in Oliver Stone's 'Putin interviews'.

    Putin speaks english, and probably understands it well. But not every non-native speaker does though. Not being aware of Putin's english ability is hardly a massive blunder imo.
