Our work building has 7 of these UniFi access point. They were setup during rewiring of the building.
    1. How can i change the SSID
    2. Change the network password.

Contact your IT department or whoever set them up in first place.

In case you inherited responsibility for them - google, plenty of youtube videos and other documentation. One of them:

Whoever setup the Unifi's iniitially would have installed the AP's using a controller which is a piece of software that runs on either a linux or windows machine.
Usually you install this on a device that is permanently connected to the network like a server, however its possible they set them up temporarily from a controller on their laptop and there is no controller onsite.

If your not aware of where the controller is located or if you have lost credentials to the easiest thing is to factory reset every AP and reinstall the controller software, adopt the AP's and then rollout a new config...
Just make sure the AP's are on the same LAN \ VLAN as your server..

Controller can downloaded from here.... https://www.ubnt.com/download/unifi

If you find the unifi software somewhere, the default username and password is ubnt\ubnt

You can also purchase a cloud key which negates having to set up the controller software permanently and also enables cloud controller access..

There is no controller on the comms PC. Is there no way off adopting the AP's to a new controller. I downloaded the Device Discovery tool and can see  the AP's.
Is factory resetting the AP's the only way of changing the settings.

    Try to read this:
    https://help.ubnt.com/hc/en-us/articles/205146020-UniFi-Advanced-Adoption-of-a-Managed-By-Other-UAP

Look like either you need to have access to existing controller(to get Device Authentication username or password) or reset.
If you don't know the Device Authentication username or password, there is no other choice but to Factory Reset the UAP.
