I think it was a notification that she’d been tagged in a photo and the photo had been uploaded by one of the guys that’s been charged with raping her. The comments under the photo were saying things like “oh look at her here, like butter wouldn’t melt”.

If Charlie really did know that Harry abused Kat, then the scene where he finds out what Harry did would have been pointless. Charlie's reactions indicates that he didn't know what Harry did to Kat.
