Setting up a delivery business?

Hi everyone. I have a small car and a few restaurants and grocery shops near by. There are many people who have difficulty going out and buying stuff so I want to set up a small delivery business. I was wondering what form etc do I need to fill out? Do I need prsi etc....? Thank you.
