The PHD I am interested in is described as a Scholarship in the title, and in further description it says:

'The scholarship will cover PhD research fees for 1 year dependent on the successful applicant being accepted for a PhD by the Postgraduate Research Committee of the University of Limerick.'

Am I to take it that only fees are covered?

Fees only for the first year - if you qualify for something - you might get nothing at all.

Yes, that is just fees for year 1. However, keep your eyes open as many colleges at this point will start advertising scholarships with fees + stipend.
