    I am living in RAS accommodation here in Galway under the auspices of GCC. I didn't know until recently that the "contract" is between the council and the landlord with the tenant being the meat in the sandwich. also, a tenant can be taken from a RAS and put into a council accommodation, which doesn't guarantee better accommodation but does guarantee security of tenure.however if the tenant and landlord are happy with their situation, I see no reason to move tenant to council accommodation. am I missing something here?

    RAS is using private LL's and all the associated cost to house people where there is no suitable Social Housing. As soon as there is the tenant should be moved on.
