NPPR Issue

Hi All, currently selling our house which we bought in 2013. The house went through probate etc as the previous owner had passed away. The problem is we don't have an NPPR exemption certificate for 2009-2013. What is the best way to amend this, can the executor of the will sign off on the exemption form? Thanks
