    Are there minimum rates, ( especially after our cold weather) that would require someone to undertake works to improve the BER.

    thats not a very clear question

    are you asking what the going rate is for a handyman to do insulation works? answer: the market decides.
    are you asking is there minimum cost of works to have done before you can apply for a grant? answer: yes
    are you asking is there a minimum BER rating a homeowner should be aiming for when having upgrade works done? answer: no
