Voicemail when abroad

Hi all, Called my friends mobile (Irish 089 number) and was greeted by a polish automated voicemail in Polish and then English(the number you have dialed is currently not available), and then after their own custom one. Does this mean they are currently in Poland or can you set this up even in Ireland ?
