An Post have Lithium ion batteries on their prohibited article list, so no, you cannot ship it. Go to iata.org/lithiumbatteries and have a read through. There have been no links to show where IATA say single phones are allowed. Yet it does say that they are prohibited in airmail, and has 27 pages on how to ship them as cargo.

Edit: IATA AIRMAIL “There are provisions that allow for lithium batteries, when contained in equipment only, to be sent by airmail providing the Civil Aviation Authority (CAA) has approved the Designated Postal Operator (DPO) of the State (country) in which the airmail is offered for carriage.“
An Post are not on the list of aporoved DPOs, so they cannot send lithium ion batteries.
IATA definition : “Lithium-ion batteries are generally used to power devices such as mobile telephones, laptop computers, tablets”

Closing thread as it contravenes charter, which should be read before posting in this forum.
Its staying locked. Its quite clear that An Post aren't authorised to ship packages containing lithium batteries by airmail. Sticky and charter threads will be updated to reflect this.
