Canal at Cathedral

Hi, So late last year the canal next to the Cathedral was semi drained and looked as if there was some clean up, then it basically stalled and the river has not returned to full volume. Does anyone know if there is a bigger clean up coming, it really needs one, or was that it and it is what it is now?
