Is it possible to burn a 40GB video file to a a single layer 4.7GB DVD disc using Windows 7?

well....I think you've answered your own question there no?

You might be able to convert the file enough to fit it but it's always going to be at a cost of the quality of sound or image.
Same as a downloaded movie (:o) of 800mb won't be of the same quality as the DVD source

Oh, and if you're asking if Windows 7 natively has the tools to do so the answer is I don't think but I'd be very surprised if it did.
