Canadian IEC refusal

I recently applied for the IEC working holiday visa for Canada, having sorted police clearance certs and all other docs. Only to be refused on the grounds that I applied for the same visa in 2015 but didnt end up using it at the time. I was all ready to go for early 2019 so I am wondering if someone can tell me my options…
