Back Wall (suggestions)

hi, my back wall is 8 blocks high, which means my neighbour can easily see over my garden wall (he is very tall) no privacy at all! I was thinking of trying to put a trellis or hanging baskets to block the view, I am not sure I am allowed to do that? I don't want to cause a neighbour war etc.. it is just we have no privacy…

Any suggestions would be great, I will try attach photos to give an idea of what i am trying to explain. As you can see from photo, I am looking up at wall were as neighbour can clearly look into my back garden with ease.
