No. Most discounting is done through online sites, unless a specific sale is on from a supplier.

Try Ryanair or Aer Lingus Car Hire sites and/or autoeurope.ie

Ryan Air do the best deals. I hate the shower of bastards but will use them to save money.
Just a heads up though, that if you give your cash card/debit card as security they will hold €200 and release it when you drop the car back. But your bank holds it for a further 2 weeks before putting it back into your available funds.
Use a credit card if you can.

You're only using any of the above sites as intermediaries. When you select a car, you will be dealing directly with one of the hire companies. When you collect the car you will have to leave a deposit at the desk. Unless you buy insurance to cover all excesses at the desk, they will pre-authorise a deposit from your credit card up to the value of the excess. This could be anything from €500-1500 depending on the company, for a medium size car. If they accept a debit card, and many/ most companies won't, they will force you to buy their excess insurance at the desk and will then take 200 off the debit card.
