stove flue fitting cost - no chimney in place

    I'm possibly going to bid on a house and at the viewing I noticed a stove, but there is no chimney or flue, I walked around the entire outside of the property to check and the stove is brand new, never been lit. The part of the house that has the stove is single story, the majority of the house is two story. The house is of block construction.
    Would a flue have to extend to 2nd story roof height, or higher?
    Would the flue have to be insulated on the exterior?
    Assuming scaffolding would be required to put a flue in place, anyone care to tell me how much it would cost, labour and materials?
