Can a cmod or admin confirm to me that a mod can only act if a post has been reported? This is the line taken now by robdinch in the atheism and agnosticism forum.

Reported Posts are a very important tool to allows mods to identify potentially troublesome posts. However, they are not the only means of identifying issues, and a mod can act without a post being first reported.
