Not sure.

But I do know most have been forced to go that way because of complaints to the Ombudsman etc... about no meters running, overcharging etc.... so there has been some sort of directive sent down.

That being said.. usually when the meter is running it is to keep the costs down as many drivers, especially the old timers reckon its too expensive and will hurt business if anything. I imagine many drivers will still charge their regulars fixed fees.
