Its one of those that causes players to dive. Its a foul, it stops him shooting, but its not enough for him to go down. But the ref is never giving it if he doesn't.

It was a poor decision. Salah had lost control of the ball, therefore it wasn't a clear and obvious goalscoring opportunity. Certainly a foul, but not a red card.
