You'll have to make apply for a new license with form 201:

    https://www.ndls.ie/images/Documents/LearnerPermits/D201_Learner_Permit_app_form.pdf

Which will need to be stamped at a Garda station. I'm not entirely sure how relevant the license number is to this process.

Mine has nine digits in it, but you will have to replace the licence as Alanstrainor says. At least now you won't get one of the paper things.

Ohh right so I get a new license number then I thought I found the license number on a piece of paper but it had a letter in it I’m also wondering do all licenses have the same numbers starting

I'm really not sure. Others who have learner permits might be able to enlighten you, but ultimately it makes no difference. You'll still need to use the process outlined above, not having the license number doesn't change that.

There's two different numbers, a driver number and a permit number.

The driver number does not have any letters in it, its 9 digits long. Field 4d on permit.

The permit number on the other half has both numbers and letters, mine is 10 digits long, but not sure if that varies per license. Field 5 on license.

I'm almost certain these numbers are in the same place on the full license also, however I'd assume the permit number would be called "license number" on the full license.

As above, the 9 digit number will never change (unless a mistake has been made, which can happen - it's like your PPS number). The licence number will never be the same even if it's a replacement lost licence (or learner permit). There isn't any real importance around the number of the physical licence (the 'stock number').

The NDLS won't need anything aside from your driver number. They could even find you on the system if you walked in with no numbers. You will need to bring a valid form of ID as well as a Garda stamp and it sounds like you need to bring valid proof of address (which you are obliged to do on changing your address anyway). If you haven't been to renew your licence since before 2013 and you haven't been to the NDLS before, you will need to bring valid proof of your PPS number so it and your driver number can be linked on the database.
