Filling in arches to create a porch?

    Hi, we live in a bungalow that has a roof extending well past front door - with arches supporting it, a bit like this one (except this one is a bit deeper with 3 arches; ours is shallower with 2 wider arches):

    The hallway and living room being quite cold in winter, and the conveniency of having a waterproof place where the postman could leave parcels in makes us consider "filling in" the arches by windows (and a sliding door) to make a sort of porch (or closed veranda, though it would be too narrow to enjoy as a proper one)...

    My questions: are we overlooking any issue there? Would it require a planning permission? Who should we contact for this sort of job? Any idea re. cost range for something decent?
