Supplementary credit card use overseas problem

    Daughter has a supplemetary credit card for emergencies/big ticket payments. Recently headed to France for Erasmus year at University. Issue when tried to pay UCD student registration fee online. Error : " TX blocked by merchants 3D secure configuration. Click CLOSE to return where you may attempt the tx again". She is concerned there is a problem with her card? Could card somehow not be registered with 3D secure? She is confused...
