Have not exercised this myself with yahoo. Done with Microsoft
You could try to contact yahoo directly. Explain situation. If they will(and they have full right to refuse, so be nice), after asking you to provide various information(DOB, account creation date(approx), number it was registered with, when last message(s) send/received, subject line of last message(s), sender/recipient address of last message(s), any other app account was tied to, device it was accessed last/recently(phone, PC, laptop), country it was last accessed from, etc) they might tie account to new number/mail after what you will be able to reset password. Basically they will try to confirm your identity from data they might read from message headers, etc.

Best if account holder will contact them himself to eliminate suspicion it's hack attempt.
    Good luck.

Are they definitely legit, their contact page isn't secure and that number is linked to alot of support lines for gmail, adobe etc, they appear to be a third party provider.

Your friend's problem is that when he clicks that he doesn't have access to the phone, he didn't set up any other account recovery at the time. That's what the message is saying.

You could try texting the number asking the current owner if they could send you the code? Explain what's happened.

Thanks for that but to be honest that looks dodgy. Especially when they call it The Yahoo..
Well... honestly didn't want to mislead you, number come on search. When think now, it was easy to get to. Might be is dodgy, damn.
From within valid account i got onto chat with yahoo. They gave me this link there is contact at the botom. If cant get through, try: create new account > cogwheel > Help > "still need help" > a lot BS questions, til you get option: Live Agent. This is where chat starts.

They are legit alright, they are an independent technical support provider

What on earth makes you think they're legit? No direct contact details other than an address which turns up no hits for registered companies, terrible english, claiming their number is toll-free when it's blatantly not, and social media links which don't go anywhere. At best, it's some guy who's "good with computers" who's hoping he has slightly better google skills than the person calling them. At worst, it's a flat out scam

Having tried unsuccessfully to recover access to a yahoo address a couple of years ago, it seems potentially impossible unless you know someone who works in yahoo or else the account would need to be a subscriber account (not the free one that most people have).

After the last hack of their database, they locked out accounts and only accepted the mobile verification option after that, even if a mobile wasn't required to set up initially (you could enter a mobile number full of zeroes without any verification but not any more). They had allowed the use of security questions up until then.

If a recovery email address was set, this could be used instead of mobile, but it's likely most people didn't do that.

Try logging in from an Irish IP address on a desktop or laptop, better if it's one that was used to log in to the account when he was here.
