Circuit breaker down - but power everywhere

Last night, we lost power in all our sockets. Checked the fuse box and the RCD was down.

Went through each of the circuit breakers and found the problematic one. Couldn't be switched on.

Odd thing is, it's still down but we have power in all sockets from what I can see.

I turned it back on earlier and nothing tripped, but put it back down to be safe.

Any idea why this might be (I'm no electrician, so hope I have the correct terminology!)
