Getting a 4-year-old assessed

I've a daughter who's almost 4 and I've a number of concerns about her behaviour. They could be groundless but as I don't know the norm for that age it might be good to get it investigated by a psychologist or some specialist for that age group on the grounds that early intervention is often (always?) helpful.

For instance, she is meant to be playing here now with other girls but she doesn't want to, even though they are her own age and she has never seen them before. She tends to feel happier with people either younger or older than her. She is also quite an anxious little girl so I'd like to be able to help her worry less and enjoy things more.

What, precisely, is the area of expertise I'll need to seek out here, what sort of tests could they do on her, and how reliable are they? And is there any place or expert that is highly regarded in this area?

I would go to your PHN or GP and speak to them about your worries and the can request a needs of assessment for her.
Do her school notice issues too?
