touchscreen but not smart

Is there such a thing as a touchscreen phone that is NOT a smart phone?

I need a cheap phone for just calls and texts but the person using wouldn't be able for keypad type.

No the network wouldn't matter. The price I'll think about later.

It'll probably be more difficult to get a non smart touchscreen than smart.

Best bet is an app that locks settings to prevent data being turned on.

Each network probably has their own budget phones to pick from.
