    A month or so before the end of your contract would be fine. In my experience, contracts rarely get extended however that depends on the department and the purpose of your contract (ie: to cover maternity leave etc.)

    To become permanent you need to apply separately for the permanent CO panel, which runs every two years and is due Jun/Jul 2020 for outside Dublin.

    This years there is rumours of a confined competition for serving TCO's to become permanent however no details have been issue otherthan a brief note in the TCO 2020 information booklet.

    Can I ask where did you read the brief note in the TCO 2020 info booklet about serving TCO's ? Jesus that would be great if that were the case especially in these unprecedented times....
