Van Gogh never sold but one painting in his life and even that went for a tiny amount. He was never well off and died in poverty.

Ah feck off Hall, low balling tenders and making it up in claims is practice as old as the hills.

The only solution to this is complete revision of European procurement model and the standard conditions of civil contracts in favour of median rate tenders and target price jobs with the risk biased heavier to the builders.
