Ideas for cheap fence/raised bed frame

Looking for some ideas to change the current set up. There's a 10 ish metre long stretch of fencing in our front garden. Other side is neighbours front garden. It runs along the sides of the property lines. Houses are well apart as it's rural.

The previous owners made a sort of raised bed using the neighbours fence on one side and a small (about 2 foot) fence that they made themselves with vertical pieces of decking connected by a horizontal bar along the length.

In this bed they planted some small conifer type things, unfortunately those conifer things grew very large! By the time we bought the property the roots were pushing the little decking fence over and the whole things needs to be removed.

Now, we could just leave it as the neighbours fence, we get on well with them and I know they wouldn't mind. But it's the type of fence that has noticeable gaps between each piece of wood and you'd be able to see into our kitchen/dining area. So we were thinking of planting some bamboo or something to create a bit more screening.

So how can we create another similar bed? We don't have the money to spend on pre-made things. We'd love stone gabions but way too expensive.

I could buy individual troughs to plant stuff in but again that could get expensive when doing 10 metres or so.

Any ideas for anything cheap to create a sort of bed or planters?

Decided to put up a pic as my explanation wasn't great. Those small conifers are now the height of the fence and about 3-4 foot wide!

What about getting some garden sleepers?

Old scaffold planks out of test, might need to cut off 2 or 3 inches from the end but the rest should be sound.

They don't last very long. They are just untreated softwood. If they are out of test the rot has already started.
