It’s fairly common EU wide also, it was just easier to name individual examples from the US. The local focus rather than national focus is far more related to the constituency system rather than any councilors seeking to become TDs. The German list system and five percent requirement seem to be a good balance to this parochial focus though there are concerns about that too, no system is perfect obviously.

I would not favour any version of the List system. It gives far too much power to party HQ. Leads to selections and later policies coming from the top down rather than from the bottom up.

In the West suits coming down from Dublin telling party organisations or conventions what to do have often been poorly received. If the wishes of local organisations are over-ridden by HQ nominations supporters will either lose interest or support an independent from the party gene pool

It’s half and half between list and constituency in Germany. Nothing much wrong with that, locals can still choose their own candidates and even party list candidates could be decided by the party membership. It’s certainly not perfect but it leads to some more focus on national rather than local than the Irish system which would be helpful.

Galway Ad reporting a pact has formed. And it's the first one ever without FG or FF

What powers reside in the office of mayor for Galway city?

In case you weren't aware, its purely ceremonial
The office was all but abolished under the Local Government Act 2001. All that remains of the office, per section 11 of the Act is a symbolic role: "Subject to this Act, royal charters and letters patent relating to local authorities shall continue to apply for ceremonial and related purposes in accordance with local civic tradition but shall otherwise cease to have effect.". The Act goes on to state the chairman of the Council must be styled the Cathaoirleach and that "Any reference in any other enactment to the lord mayor, mayor, chairman, deputy lord mayor, deputy mayor or vice-chairman or cognate words shall, where the context so requires, be read as a reference to the Cathaoirleach or Leas-Chathaoirleach or other title standing for the time being." (section 31 (3)).

If it’s ceremonial why did he want a second term? He ran for TD and barely got any votes so wants to raise his profile.

I think it was more so to do with the fact that there was huge resistance to Larkin taking the role due to his less savory views

That and the fact that covid put to rest several months of his term and will the next term, opened the door to him being nominated again

The Soc Dems joined the new pact last year and trumpeted it as a broadly centre-left coalition keeping FF and FG out. They were seemingly content to overlook Larkin's various statements but when People Before Profit, Galway Anti-Racism Network and other groups started criticising the pact for planning to make Larkin mayor the Soc Dems got cold feet. A lot of the Soc Dems membership were involved in the black lives matter and anti-direct provision campaigns so there was likely internal pressure not to back Larkin too as his statements received more attention.
