    A utility provider who I won't name has sent me an email for an outstanding bill which is fine however it states "For Visa Debit / Credit Card and Mastercard transactions, a payment fee of €5 [inclusive of VAT] applies". Are utility providers exempt from these regulations as I thought it's illegal to charge for card transactions?
