Cross Border banking query

A cross border banking query, I was under the impression, possibly wrongly, that the EU had introduced regulations that mean the banks can't charge more for a cross border (SEPA) transaction within the EU than they do for an internal transfer.

Am I right on this, or have I got it wrong.

If that is the case, the next question is

Does that also apply where the transaction ends up being made between 2 EU currencies ( EG Sterling to Euro)?

Does this apply to all EU countries, including those that are part of SEPA but not part of the Euro zone?

Shore, if it was easy, everybody would be doin it.😁
