Opening new bank account with new address

Colleague has bills etc with old address on them, but is moving towns. Can they use the old address to open account and change same to the new address rather than waiting for bills to arrive in the new house?

Yes. All the bank wants is proof of address, doesn't have to be where you're currently living. My partner had to do this recently when opening a new account as we didn't have proof of our new address yet. We just changed the address once we had the proof.
