Difficulty with WhatsApp voice and video calls from abroad on iPhone SE

    My partner is in Japan for two weeks. On first days there he had no problems with receiving or making voice & video calls back to Ireland using WhatsApp on his iPhone SE. In last few days however he has been unable to receive or make voice or video calls to or from home here in Ireland. Texts via WhatsApp are ok. It’s not a network problem as others with him are able to make voice & video calls from Japan to here on WhatsApp .Calls from here to his WhatsApp just get an unanswered ringing tone ? He’s already deleted cache or messages and reinstalled the WhatsApp app but no success. Any advice as to what the problem is or what the solution might be would be welcome .
