Note: Person im building for does not want lights on the enclosure, just looking for a standard enclosure, hoping to be able to setup duel monitor in the future also.

Something along these lines.
You can probably pick stuff up from vendors listed, or have a look on amazon.co.uk and overclockers.co.uk if they don't ship to Ireland.
It still might work out too expensive. I cannot recommend a cheap option when it comes to graphics unfortunately... ARMA3 hates AMD graphics it seems.

^- as above, but switch storage to Crucial P1 (faster PCI-express SSD for less than 860 Evo)
and switch GPU to GTX 1660 - just overclock & it's basically same performance as the Ti model.
