Uncheck both of these boxes. The outgoing server should use port 25 with no encryption, no username and no password.

Are you using a Mac or PC?
I'm using a Mac and have the same problem.
Eir know about the problem but haven't done anything about it.

mail1.eircom.net is listening on port 25 (https://ping.eu/port-chk/), 465 closed. Don't know if this is resent or was it (465) ever working. No harm to call Eir Tech Support and consult.

You might try to create new profile in Outlook and add you eircom.net account fresh to see if it makes difference(do not delete existing profile for now so you can revert to it).
