Hi all! We have been experiencing an issue on site where threads have been missing the latest postings. The platform host Vanilla are working on this issue. A workaround that has been used by some is to navigate back from 1 to 10+ pages to re-sync the thread and this will then show the latest posts. Thanks, Mike.

Stage 3 Road Safety Audit

    This is a condition of planning in the estate where I live but I cannot find any detail on what it covers? Beyond this

    "Stage 3: Completion of construction (generally this takes place prior to opening to traffic)
    The RSA team must visit the site for a stage 3 audit in daylight and darkness. The RSA team walks, drives and, where appropriate, cycles the scheme to identify potential hazards to all road users. The RSA team lists the safety related issues of the scheme and recommends actions to address each one."


    I found this doc https://www.tiipublications.ie/library/GE-STY-01024-07.pdf but it doesn't provide much detail and the links within it are dead.

    A Stage 1 audit looks a prelim design. Stage 2 is detailed design. Stage 3 is a walkabout and review the road in operation.

    Thanks I saw that but it doesn't seem to be to any standard or its open to interpritation? Are any findings just recommendations or is there an obligation to implement them?

    There are specialist course and requirements for engineers to under take. They don’t design anything and report potential scarify issues which some times conflict. For example if I seen conflicts with Part M
    Requirements.

    It is some what subjective but they are usually consistent

    At stage 3 you would drive cycle and walk the estate and highlight any issues that may emerge as potential problems from a driver./ pedestrian/ cycling perspective and then offer recommendations to mitigate their risk of occurring.

    Stage 3 is normally done prior to opening of infrastructure while the contractors is still on site to recitfy any issues which doesn't seem to be the case if you already have moved in

    You could make an EIA request to the RSA and the planning authority to get a copy of the review...

    Access to Environmental Information, there are much less grounds the public body can refuse to give you access, than a foi

    Thanks for the info guys, road is still in private ownership and was only ever supposed to be a cul de sac. Builder applied to open a second entrance to the estate citing DMURS guidelines and was granted it.

    Once opened it has the nasty affect of creating a rat run through the estate once opened by passing traffic and signals to a new secondary school due to open next year.

    The council keep stating that the road was built to DMURS despite it being substantally completed in 2008 prior to DMURS it's only the last 400m or so and the new entrance that were built since it was published.

    I've pushed them on compliance and they fell back on the Stage 3 RSA saying that will highlight and correct any issues.
    To me it appears that they granted permission without considering the effect of creating a through road or that it wasn't built for this purpose.
