In my work in the libraries I used to come across the likes of this mammy all too often, they were impossible to deal with. One instructed her daughter to urinate in the floor when I denied access to staff quarters.

I totally disagree with her, but Ma Whacker has a fair point in one sense -- it's fundamental to the legal requirement of fair procedures that any organisation should follow its own rules and procedures, and apply them consistently.
